Ailing euro needs a cure

The gigantic eurozone rescue plan has succeeded, at least for now, in stabilizing the common European currency. But capital markets remain skeptical. The search for a remedy continues.

In the eyes of many experts, the euro is still ailing. But what they don't know is whether it's just a cold, which can be treated, or a terminal illness. No one seems to have the right remedy. That worries Hans-Olaf Henkel, the former president of the Federation of German Industries (BDI) who also served as managing director of IBM Deutschland: He believes the euro has failed and gives Germany part of the blame.

"We have not complied with our own guidelines, which certainly would have made the euro a success," Henkel said. Together with the French government, he adds, the German government weakened the stability pact by breaching its criteria – "without an emergency, without a financial or economic crisis, and without a euro crisis."

'Greece isnt't entirely to blame'

European Parliamentarian Elmar Brok, a member of Germany's Christian Democratic Union party, agrees that Greece isn't entirely to blame for the euro mess.

"Often the feeling in Brussels is that if the big nations need to bend the rules, they change the rules," Brok said. "But when the smaller nations try to bend the rules, they're hung out to dry. We need to make perfectly clear that we Germans have a responsibility to restore trust in our own standing."

But the German government's hesitant response to the crisis has shaken trust in the euro. At the beginning of May, the European Union agreed to a 750-billion-euro rescue package for the common currency – in a bid to calm turbulent financial markets. After grinding its gears, the German government switched into the fast lane and approved 147 billion euros in aid.

Andreas Schmitz, president of the Association of German Banks, believes Berlin moved too fast, however. "If the money is already lying in front of you on the table, you grab it," he said. "A better idea is to dangle the money and be told that it's all yours if you're willing to accept certain conditions."

European currency watchdogs

Observers agree the EU will have to live with its own mistakes as it searches for remedies to cure the ailing euro. The European monetary fund, favored by German Finance Minister Wolfgang Schaeuble, has been sharply criticized by European currency watchdogs. They fear such a fund would allow debt-ridden nations to pull back on their austerity efforts.

Another idea making the rounds is the establishment of a European economic government. France hatched the idea and, until recently, stood alone in its support. Then Germany showed interest and, more recently, members of the EU summit in June backed the notion of a common economic policy.

If there is to be an agreement, Christian Calliess, a European affairs expert at Berlin's Free University, expects member states will be willing to give the EU greater economic control rather than responsibility for drafting economic policy.

"I can imagine plenty of control options, like giving greater responsibilities to the European Commission and other community bodies to oversee the budgets of member states," Calliess said.

Tough action

If there is a consensus in the eurozone today, it's to combat not the symptoms but the causes of the euro's illness. That means getting a handle on government debt to halt speculation against the euro. And that, says Calliess, implies taking some tough action.

"In the event of an extreme case like Greece, we need to have the possibility of allowing a country to file for insolvency in much the same way a company does in the private sector," he said.

For sure, this could be a risky operation but it's one that could prevent the euro from becoming a chronically ill, weak currency.

Launching a new strategy for Latin America, Germany promises a relationship of equals

The German government has presented a new strategy for Latin America that, according to Foreign Minister Guido Westerwelle, takes into account the region's growing economic and political significance.

In Brazil, it seems, no one is brooding about the effects of the global economic crisis. They haven't got time. What with burgeoning foreign investment and preparations for the 2014 Soccer World Cup and the 2016 Olympics, there's too much to look forward to. Given such prospects, it's hardly surprising that the German government is eager to breathe new life into its economic relations with not only Brazil, but 32 other countries in Central and South America, as well as the Caribbean.

"The whole South American continent is taking off," Westerwelle said as he presented his ministry's 60-page strategy paper on Wednesday to an audience that included ambassadors from Latin American nations. "Despite many setbacks and difficulties, it is a singular success story, and we should be smart enough to take part."

Three-pronged approach

Germany last formalized a strategy for Latin America back in 1995; now, the region deserves more focused attention, the foreign minister said. The new strategy entails a three-pronged approach to boost trade, harness the diplomatic influence of key players such as Brazil, and take on more collective responsibility for international issues. There should be a "new quality" to the relationship between Germany and Latin America, said Westerwelle - a relationship between equals.

"Do we really believe that growing, dynamic regions like Latin America will be content to be viewed by us solely as trade partners or investment locations? Because they won't," he said. "As they grow and become more successful, they will also demand to have a greater say when it comes to important topics in global politics."

This year, Latin America is expecting economic growth of more than 5 percent. Europe, on the other hand, will be lucky if it registers just 1 percent. In order to profit from Latin America's boom, Germany has long been providing political assistance to economic partnerships between companies. Those partnerships are reflected in the trade volume between Germany and Latin America, which reached 36.5 billion euros ($48.2 billion) in 2009, up 16.3 percent from 2005.

Now though, Berlin has discovered that the region can also serve as a valuable partner when it comes to resolving global issues such as the financial crisis, climate change, disarmament, and the war on terror.

"We don't just share common economic interests with Latin America, we also share common values," Westerwelle said. "Even given the differences that exist between Latin America's individual states, this is the best basis for our close cooperation."

According to the new strategy, Germany will now also be offering assistance on issues concerning human rights and democratic rule. In the case of the somewhat more complicated relationship with Cuba, however, Germany will continue to defer to common European policy.

Strategy welcomed by diplomats, NGOs

The new strategy was welcomed by many of the Latin American diplomats who attended the presentation at the Foreign Ministry.

"We now have the opportunity to reestablish a historic bond," said Argentina's ambassador, Guillermo Nielsen. "At the start of the last century, our most important market for exports was Germany, but in the postwar era, this relationship was lost. Now it's coming back."

Mexican ambassador Miguel Angel Padilla said he was looking forward to a relationship with Germany that would extend beyond the two countries' already close economic cooperation in the automotive, chemical, and electric technology sectors.

"I hope to see more cooperation, economic exchange, and direct investment in renewable energies between Germany and Mexico in the near future," said Padilla.

Representatives of several non-governmental organizations as well as the Catholic aid agency Misereor particularly praised the strategy's statement of support for those working to protect human rights in Latin America. However, they cautioned that a close eye must be kept on further economic cooperation that could result in increased poverty and displacement for people living on land that is of value because of its crops or natural resources.

"I would like to know more about how the strategy paper defines sustainability - a term that is used quite frequently," said Hein Broetz, Latin American expert at Misereor. "Indigenous people (in Latin America) are often driven from their land to make way for large infrastructure and natural resource projects, and I was expecting the government to make a clearer statement as to where it stands."

Reliving the atomic bomb 65 years on

On August 6, 1945, the Japanese city of Hiroshima was the target of the world's first nuclear weapon attack. A German Jesuit missionary was there and survived to tell the tale, 65 years later.

Father Klaus Luhmer was one of the lucky ones.

The Cologne-born missionary was four kilometers (two and a half miles) away from where the atomic bomb detonated over downtown Hiroshima on a red-hot morning in August 1945. With the temperature already rising past 30 degrees Celsius (86 degrees Fahrenheit) at not long after 8:00 a.m., he was praying in the garden of a residence for Jesuit novices on the outskirts of the southwestern Japanese city.

"Then there appeared, what I could absolutely not understand, harsher than the sun, a kind of hemisphere it seemed to me," Luhmer recalls.

"I had the instinctive notion that it was a normal high-explosive bomb that had exploded behind the nearest hill."

He had enough time to rush down the steps to the cellar and take shelter. "I saw this bright flash, and a hot wave came over me. And I felt the shock wave. The house trembled and quaked, three-quarters of the roof tiles came down, like rain falling, and all the window panes shattered."

An American B-29 bomber had unleashed a nuclear weapon for the first time in history. Nicknamed "Little Boy," the atomic bomb wiped out two-thirds of Hiroshima's buildings, ultimately killing an estimated 140,000 people - over one-third of the city's population.

Black rain

Luhmer, though, needed to find out what had happened, and so climbed a hill behind the residence to look over the city. He saw Hiroshima ablaze.

"There were clear skies, but suddenly black clouds came and it began to rain. It was black rain. It was soaked by ash, which then came down with the rain as sediment," he recounts.

He returned to the Jesuit house, where the first casualties from the city were arriving. Luhmer saw many with skin hanging like rags from their bones, the fabric of their clothes partially molded to it by the heat. The Jesuits turned a dining table into a treatment table and began to care for those they could still help.

Luhmer and a small group of other priests set off for the city, meeting multitudes of injured people heading in the opposite direction. The center of Hiroshima offered an inconceivable picture to them. Fires were raging, houses and shops had collapsed, the dead and injured were lying between the ruins.

Luhmer recalls seeing several dozen soldiers, in full uniform, asking for ice or water to soothe their half-cremated bodies. "We were able to help them, as there was a well immediately nearby."

"But what can one do alone? Dozens, hundreds, of hands were needed to move the people in most urgent need."

Burning bodies

Luhmer and his colleagues did what they could, toiling in the ruins for two days. Then, the Japanese military sealed off the city, sending soldiers in to dispose of the vast numbers of dead bodies.

"They had the task of taking the corpses out of the wreckage and throwing them on a big pile, dousing it with petrol and setting it on fire," Luhmer says. "That is what is left of the people. They are considered to be missing."

The priests returned to their residence on August 8, to find a similar task awaiting them. A girl to whom he'd been teaching piano came to him to say that her father had died.

Luhmer wished to spare the man's wife from an upsetting task. He sorted wood and straw into a funeral pyre and burnt the man's body. "That was a terrible stench that I will never forget as long as I live," he remembers.

The following day, the United States dropped a second atomic bomb on the city of Nagasaki, killing around 150,000 of the city's 240,000 residents. Japan announced its surrender on August 15, and the Second World War was over.

Despite having lived through the destruction of Hiroshima, Luhmer took strength from the endurance of humanity he witnessed.

"You become hardened against all these unspeakable things," he says.

His voice softens, and he sounds almost surprised at his own words. "After such a catastrophe, the people build things up again. That is the fascinating story of human life. It goes on. On and on."

70% έπεσαν οι τιμές των εξοχικών στην Κρήτη

Σε ηλιόλουστα εξοχικά στον ευρωπαϊκό Νότο προσκαλεί γερμανική εφημερίδα τους αναγνώστες της διαμηνύοντας ότι έπεσαν οι τιμές. Η αγορά εξοχικών στην Ισπανία, την Ιταλία, τη Ν. Γαλλία και την Ελλάδα.

«Ηλιόλουστα εξοχικά για τους αγοραστές», είναι ο τίτλος ρεπορτάζ της οικονομικής εφημερίδας Handelsblatt για τις τιμές αγοράς εξοχικού στον ευρωπαϊκό νότο: «Λόγω της κρίσης έπεσαν οι τιμές των εξοχικών στις υπερχρεωμένες χώρες του ευρωπαϊκού νότου. Αξίζει τον κόπο να αποφασίσει κανείς την αγορά εξοχικού, αλλά όχι παντού», σημειώνει η εφημερίδα και καταγράφει την κατάσταση, τα θετικά και τα αρνητικά για όλες τις χώρες της Μεσογείου: «700.000 Γερμανοί έχουν εξοχικό στην Ισπανία, την Ιταλία, τη Νότια Γαλλία, την Ελλάδα και την Τουρκία, σύμφωνα με την Ένωση Προστασίας Γερμανών Ιδιοκτητών στο Εξωτερικό».

«Στην Κρήτη οι τιμές των εξοχικών έπεσαν μέχρι και 70% σε σχέση με πέρσι, όπως δηλώνουν οι μεσίτες, ενώ οι Γερμανοί αγοραστές είναι λίγοι. Οι Ρώσοι δείχνουν ενδιαφέρον, αλλά τελικά δεν αγοράζουν. Οι μεσίτες στην Κρήτη δεν πιστεύουν ότι θα περάσει γρήγορα αυτή η κρίση στα εξοχικά. Ακόμη και στη Μύκονο έπεσαν οι τιμές μέχρι και 20%. Σημαντική αιτία της μείωσης της τιμής στη Μύκονο είναι το γεγονός ότι οι Έλληνες είναι φέτος συγκρατημένοι στις αγορές ακινήτων και για πρώτη φορά υπάρχουν στη Μύκονο περισσότεροι ξένοι αγοραστές από Έλληνες.»

Η εφημερίδα αναφέρει και τις τιμές ακινήτων στη Μύκονο, 4.000 – 10.000 το τετραγωνικό και στην Κρήτη 1.500 – 3.000. Τονίζει επίσης ότι στην Ελλάδα είναι προβληματικό το καθεστώς ιδιοκτησίας, διότι ακόμη δεν υπάρχει εθνικό κτηματολόγιο. Γι’ αυτό οι τίτλοι ιδιοκτησίας είναι μερικές φορές αδιευκρίνιστοι, δεν μπορείς δηλαδή να διαπιστώσεις εύκολα ποιος ήταν ο τελευταίος ιδιοκτήτης του ακινήτου.

Russian Duma approves bill widening powers of KGB successor

Russia's lower house of parliament has approved a new law widening the powers of the country's secret police, the FSB. Rights activists have sharply criticized the bill, which they say could be abused.

The Duma, Russia's lower house of parliament, has approved a bill empowering the country's secret police, the FSB, to call citizens in for "precautionary talks" for potential crimes agents believe may be committed in the future.

Under the law, FSB officials would require no evidence to take such action, which proponents of the new powers have said would be intended to prevent the possibility of a later criminal act "against the country's security."

The bill had been proposed by President Dmitry Medvedev and passed the 450-seat lower house of parliament with 354 votes. Most of the supporters were from the ruling United Russia party.

The country's upper house, the Federation Council, must approve the bill before it can be sent to Medvedev, whose signature would turn it into law.

Return of KGB?

But in an open letter to the council, democracy and rights groups have denounced the bill, saying it would herald in a return to conditions under the KGB, the Soviet-era predecessor to the FSB.

Critics have said the powers could be used to intimidate government opponents and suppress protests. In fact, three activists from the opposition Yabloko party were arrested outside the Duma for protesting the law as it was passed.

Signatories of the letter include the President of the Moscow Bar Association, Genry Reznik; the chairwoman of the Moscow Helsinki Group, Lyudmila Alexeyeva; the head of the Russian human rights organization Memorial, Oleg Orlov; as well as writers and members of the opposition.

Change in atmosphere

An 80-year-old veteran human rights campaigner Sergei Kovalyov said he believes the authorities are afraid of mass unrest, like the 2004 Orange Revolution in Ukraine. He said there has not been a particular reason or event that necessitates giving extra powers to the security services.

"Nobody can mention a particular event, because a change in atmosphere is not an event," Kovalyov said. "But we all feel it. And [the bill's initiators] are without any doubt the people who are in power, for no-one else can initiate such measures. They also feel this change in atmosphere."

Medvedev, meanwhile, defended the bill. When questions were raised about the bill during a press conference with German Chancellor Angela Merkel on Thursday in Yekaterinburg, Medvedev, reluctant at first to address the subject, said it was perfectly normal for a country to update security policy.

"Every country has the right to improve its laws, including those on the security services, and we will do that," Medvedev said. "What is happening now, I would like you to know that, is being done on my direct orders."

Η φτώχεια της υγείας και η υγεία των φτωχών

Στις αρχές του 20ού αιώνα ο φημισμένος καρδιολόγος Osler διατύπωνε την άποψη ότι το έμφραγμα του μυοκαρδίου ήταν πολύ συχνότερο στις υψηλές κοινωνικοοικονομικές τάξεις και αυτή η άποψη είχε κυριαρχήσει μεταξύ των ειδικών ίσως μέχρι και τη δεκαετία του ’70. Ομως η συστηματική επιστημονική έρευνα τις τελευταίες δεκαετίες απέδειξε ότι η άποψη του μεγάλου Osler δεν ισχύει πλέον και σήμερα παθαίνουν πολύ συχνότερα έμφραγμα όσοι ανήκουν στις χαμηλές κοινωνικά και εισοδηματικά τάξεις. Μάλιστα φαίνεται ξεκάθαρα ότι σήμερα η νοσηρότητα και η θνησιμότητα (όχι μόνο στη στεφανιαία νόσο αλλά και σε πολλές άλλες ασθένειες) αυξάνεται παράλληλα με την αύξηση των οικονομικών ανισοτήτων και το άνοιγμα της ψαλίδας.

Οι Βρετανοί επιδημιολόγοι Richard Wilkinson και Kate Pickett μελετούν εδώ και πολλές δεκαετίες τη σχέση μεταξύ κοινωνικών παραμέτρων και της υγείας των διαφόρων λαών και έχουν αποδείξει ότι σε περιοχές της γης με μεγάλη κοινωνικοοικονομική ανισότητα μειώνεται το προσδόκιμο της επιβίωσης, αυξάνεται η επίπτωση των λοιμώξεων, αυξάνεται η συχνότητα της παχυσαρκίας και της κατάθλιψης, αυξάνεται η συχνότητα χρήσης ναρκωτικών και η εγκληματικότητα. Ετσι σε κράτη όπως π.χ. οι ΗΠΑ, η Μ. Βρετανία και η Πορτογαλία, που εμφανίζουν μεγάλο δείκτη κοινωνικής ανισότητας (εκεί περίπου το 20% των πλουσιοτέρων έχει εισόδημα κατά 9 φορές μεγαλύτερο του 20% των φτωχότερων στρωμάτων) όλοι οι δείκτες υγείας είναι πολύ χειρότεροι σε σχέση με χώρες όπως π.χ. η Ιαπωνία, η Φινλανδία, η Νορβηγία και η Σουηδία, που έχουν πολύ μικρότερο δείκτη ανισότητας και συνολικά πολύ καλύτερη υγεία.

Σύμφωνα με τον καθηγητή Wilkinson, ένα μωρό που θα γεννηθεί σήμερα στην Ελλάδα (με δεδομένα βέβαια πριν από την οικονομική κρίση) προβλέπεται ότι θα ζήσει πολύ περισσότερο από ένα μωρό που θα γεννηθεί στις ΗΠΑ, παρόλο που οι ΗΠΑ είναι από τα πλουσιότερα έθνη στον κόσμο και ξοδεύουν τεράστια ποσά στην υγεία. Ας μη θεωρείται, λοιπόν, αυτονόητο ότι κάποια ισχυρή και πλούσια χώρα κατοικείται από υγιείς πολίτες πριν κανείς εξετάσει πόσο διαφέρουν εισοδηματικά και κοινωνικά μεταξύ τους οι πολίτες αυτής της χώρας.

Στο πρόσφατο βιβλίο τους με τίτλο The Spirit Level: Why greater equality makes societies stronger (2009) (μτφρ. Το Πνευματικό Επίπεδο: Γιατί η μεγαλύτερη ισότητα δημιουργεί πιο δυνατές κοινωνίες) οι δύο προαναφερθέντες επιδημιολόγοι ισχυρίζονται ότι οι μεγάλες κοινωνικές ανισότητες δημιουργούν στα άτομα έντονο χρόνιο άγχος το οποίο προδιαθέτει για μεγάλη γενική νοσηρότητα.

Είναι επίσης βέβαιο ότι χώρες (όπως π.χ. οι Σκανδιναβικές) οι οποίες πιστεύουν στην άνευ όρων, έστω και με μεγάλη κρατική φορολογία, συντήρηση ενός αξιόπιστου συστήματος εθνικής υγείας δημιουργούν συνολικά μια μελλοντική κοινωνία υγιών πολιτών. Είναι επίσης διαπιστωμένο ότι όσο αυξάνεται η κοινωνικοοικονομική ψαλίδα τόσο περισσότερο αυξάνονται τα ποινικά αδικήματα, πολύ περισσότεροι άνθρωποι κλείνονται στη φυλακή και πολύ λιγότερες δαπάνες γίνονται για μόρφωση και παιδεία. Οσο, λοιπόν, γίνεται φτωχότερο ένα σύστημα εθνικής υγείας τόσο επιδεινώνεται η υγεία των φτωχότερων αρχικά αλλά σταδιακά όλων των πολιτών μιας χώρας.

Η χώρα μας, σύμφωνα με τις επιστημονικές εργασίες του Wilkinson, είχε μέχρι σήμερα ταξινομηθεί μεταξύ των προνομιούχων χωρών όσον αφορά τους δείκτες υγείας αλλά είναι πλέον βέβαιο ότι αφενός το άνοιγμα της εισοδηματικής ψαλίδας, που ήδη συμβαίνει ταχύτατα στη μετά ΔΝΤ εποχή, αφετέρου η κατάρρευση του Εθνικού Συστήματος Υγείας θα επιδεινώσουν σημαντικά την υγεία των Ελλήνων πολιτών στα χρόνια που έρχονται. Ισως μοναδική μας ελπίδα να παραμένει ο μεσογειακός ήλιος, η αισιόδοξη σκέψη, η επανάκτηση της χαμένης κοινωνικής αλληλεγγύης και η επιστροφή στη μεσογειακή διατροφή. Ιδωμεν.
