Μεγαλοκαταθέτες και τράπεζες στο ταμείο!

«Θα σπάσει ο αυτοματισμός που θέλει να επιβαρύνονται τα κράτη και οι φορολογούμενοι για τις τραπεζικές κρίσεις...Στο εξής θα θίγονται και οι τράπεζες και οι μεγαλοκαταθέτες», δηλώνει στο RTL o Γέρουν Ντάισελμπλουμ.
Ήταν μια αδεξιότητα που οφείλεται στην απειρία και την έλλειψη επικοινωνιακής δεινότητας ή ήθελε να διαπιστώσει τις αντιδράσεις των αγορών, ο Γέρουν Ντάισελμπλουμ; Αυτό είναι το ερώτημα που θέτουν από χθες αναλυτές και σχολιαστές στην Ευρώπη, σε μια προσπάθεια να ερμηνεύσουν τα κίνητρα των δηλώσεων του προέδρου του Eurogroup στους Financial Times. Στην εν λόγω συνέντευξη, ο ολλανδός πολιτικός υποστήριξε ότι το κυπριακό πρόγραμμα διάσωσης ενδείκνυται ως μοντέλο και για άλλες προβληματικές χώρες της ευρωζώνης, προκαλώντας αναταραχή στην ευρωζώνη και σπέρνοντας τον πανικό στους καταθέτες των προβληματικών χωρών της ευρωζώνης. Λίγο αργότερα ανασκεύασε με ανακοίνωσή του στο Twitter, όπου υπογράμμισε πως η Κύπρος συνιστά ειδική περίπτωση και όχι μοντέλο και για άλλες χώρες.

Και ενώ οι περισσότεροι αναλυτές είχαν καταλήξει πλέον στο συμπέρασμα ότι ο νέος πρόεδρος του Eurogroup, εξαιτίας της απειρίας του απλά δεν διετύπωσε με τις κατάλληλες λέξεις αυτό που ήθελε να υπογραμμίσει, ήλθαν οι δηλώσεις του Ντάισελμπλουμ την Τρίτη στο ολλανδικό τηλεοπτικό δίκτυο RTL, να καταδείξουν ότι όντως η ευρωζώνη υιοθετεί μια νέα στρατηγική για τη διάσωση των προβληματικών χωρών. Ο πρόεδρος του Eurogroup, ούτε λίγο ούτε πολύ, δηλώνει ότι μπορεί το σχέδιο διάσωσης της Κύπρου να μην εφαρμοστεί ένα προς ένα σε άλλες χώρες, ωστόσο διευκρινίζει ότι «θα σπάσει ο αυτοματισμός που θέλει να επιβαρύνονται τα κράτη και οι φορολογούμενοι για τις τραπεζικές κρίσεις...Στο εξής θα θίγονται και οι τράπεζες οι ίδιες και οι μεγαλοκαταθέτες...Σε αυτό θα πρέπει να συνηθίσουν οι αγορές». Με λίγα λόγια ο Ντάισελμπλουμ αναιρεί την αναίρεση και απλά η αδεξιότητα του στην πρώτη συνέντευξη στους Financial Times περιορίζεται στην επιλογή των λέξεων, δεν αλλάζει όμως το νόημά της: Καταθέτες και τράπεζες στο ταμείο!
Ήταν η δεύτερη φορά, μετά το φιάσκο του Eurogroup της προπερασμένης Παρασκευής, που ο Ντάισελμπλουμ φάνηκε κατώτερος των περιστάσεων, παρατηρεί η αναλύτρια του Γερμανικού Πρακτορείου Ειδήσεων, DPA, Μάριον Τρίμπορν, αποδίδοντας την εξέλιξη αυτή στο γεγονός ότι ο Ολλανδός ήταν μια «επιλογή αμηχανίας». Σε αντίθεση με τον προκάτοχό του, Ζαν Κλοντ Γιούνκερ, ο ολλανδός υπουργός Οικονομικών δεν έχει διεθνή εμπειρία. Ο Γιούνκερ ήταν «καθαρόαιμος πολιτικός», αποφαίνεται η Μάριον Τρίμπορν. Αντίθετα, η εμπειρία του Ντάισελμπλουμ περιορίζεται στην γεωπονία και την εκπαιδευτική πολιτική, συμπληρώνει η αναλύτρια του DPA.

Από κοντά και οι Γερμανοί Σοσιαλδημοκράτες (SPD) που συμφωνούν με τον πρόεδρο του Eurogroup να συρρικνωθεί ο υπερδιογκωμένος τραπεζικός τομέας και σε άλλες χώρες και κυρίως στις μικρές χώρες που χαρακτηρίζονται από φορολογικό Ντάμπινγκ. «Με όλη την κατανόηση για τις μικρές χώρες που έχουν δυσκολίες για να καταλήξουν σε ένα οικονομικό μοντέλο, δεν είναι δυνατόν να ανεχόμαστε στο διηνεκές ένα οικονομικό μοντέλο που υπονομεύει τον δίκαιο ανταγωνισμό», δηλώνει στο Reuters o αντιπρόεδρος της Κοινοβουλευτικής Ομάδας του SPD, Γιόαχιμ Πος, προσθέτοντας ότι και «το Λουξεμβούργο ανήκει στις προβληματικές χώρες» και ζητώντας την κατάργηση του φορολογικού ντάμπινγκ για το Λουξεμβούργο, τη Μάλτα και την Ιρλανδία.

Russian NGO harassment strains ties abroad

Russian officials have launched a campaign to determine which NGOs active in Russia - including German groups - should be classed as 'foreign agents.' Disputes over Russia's move have soured German-Russian relations.
Vladimir Putin means business. "Every direct or indirect intervention in our internal affairs is unacceptable," the Russian president said during a meeting with domestic security officials in mid-February. It was a clear message to the non-governmental organizations (NGOs) in Russia - to both Russian and foreign NGOs active in the country.

Those who are involved politically with foreign countries and receive money from abroad have been required since November 2012 to register themselves as "foreign agents."

But many have chosen to ignore the new law. A number of NGO representatives, including prominent human rights groups like the Moscow Helsinki Group or the Memorial group, do not want to brand themselves as "agents."

A poll conducted in fall 2012 by the Levada Center, a Moscow-based polling firm, indicated that two-thirds of Russians have negative associations with the term "foreign agent."

Searching for agents

A Russian campaign against NGOs already began in March. Hundreds have reported visits from representatives of the state prosecutor's office, tax authorities, the department of state and the secret service. The visits often follow a pattern, as they have done at the Memorial human rights center in Moscow. A tax official appeared on Tuesday (26.03.2013) just before 10 a.m. A few hours later, an employee with the state prosecutor's office came by to view documents housed at the center, a DW correspondent has reported.

But an increasing number of NGOs are protesting against the checks being carried out by state officials. The steering committee of the EU-Russia Civil Society Forum has spoken of a campaign against civil society organizations and demanded the government justify its recent actions toward NGOs.

Russia's Ministry of Justice responded simply that the checks are to determine which organizations fulfill the definition of "foreign agents" in accordance with the new law.

Criticism from Berlin

It was the search for foreign agents that initially led Russian prosecutors to the offices of German political foundations, said Peter Schulze, the former head of the Moscow office of the Friedrich Ebert Foundation (FES), which has ties to Germany's center-left Social Democratic Party.

It's not directed so much against Germany's political foundations themselves, Schulze continued, explaining that Russian investigators are much more interested in the contact between German foundations and Russian NGOs and "whether they are receiving financial support."

There have been media reports that Russian authorities examined documents for hours in Moscow at the Friedrich Ebert Foundation.

A second German foundation has reported similar experiences - the Konrad Adenauer Foundation (KAS), which has ties to the center-right Christian Democrats. The KAS office in Saint Petersburg was visited Tuesday for the second time by state prosecutors. The first time, the foundation just had to hand over a catalogue of questions to the investigators. This time, however, a computer was confiscated. Hans-Gert Pöttering, who chairs KAS, sharply criticized Russia's move, calling it "alarming and in no way acceptable."

The Federal Foreign Office reported that German Foreign Minister Guido Westerwelle invited Russian diplomat Oleg Krasnitzky to his office to express Germany's concerns with respect to actions toward a number of NGOs. Now the mood has soured between Berlin and Moscow just two weeks ahead of a planned visit by Putin to Germany. The Russian president intends to come to the April 7 opening of the Hannover Messe, a trade fair at which he is also slated to meet Chancellor Angela Merkel.

"I'm assuming that during Putin's visit, these matters will also be discussed," said the chair of the foreign committee in Germany's parliament, Ruprecht Polenz, in an interview with DW.

Atmosphere of uncertainty

It's not yet clear what consequences the current investigations will have for NGOs in Russia. The law states that those who refuse to register with authorities as foreign agents must pay fines of up to the equivalent of 10,000 euros ($12,857) or face the revocation of their licenses. Former Friedrich Ebert Foundation head Peter Schulze advises Russian NGOs to register regardless, and if they end up being hindered in their work, to protest.

Schulze sees political reasons for the sharpened NGO law in Russia, saying, "[The authorities] likely want to arm themselves preemptively."

The Russian government has been "extremely unsettled" following the protests against the results of the parliamentary and presidential elections in 2012, he said.

British Museum explores domestic life in Pompeii

The British Museum's latest exhibition aims to show that domestic life in the Roman Empire wasn't so different to how we live now.
When Mount Vesuvius erupted in AD79, showering hot volcanic ash on to Pompeii and Herculaneum, it created a time capsule that lay undiscovered for almost 1,700 years.
Among the treasures that have emerged from the buried streets and houses is a fresco of the bakery owner Terentius Neo and his wife (see picture).
He grips a papyrus scroll with a wax seal. She holds a stylus to her chin and carries a writing tablet. Both gaze out from the painting with large, almond-shaped eyes.

The double portrait - the only one of its kind to have been found in the area - is one of the highlights of the British Museum's Life and Death in Pompeii and Herculaneum which opens this week.
Paul Roberts, the exhibition's curator, says the painting offers a unique insight into the life of Pompeii's citizens in the 1st century AD.
"The baker and his wife are shown as good Romans, the scroll and the stylus shows they are literate and cultured. But the most important thing is that they seem to be treated as equal partners.
"She is standing slightly forward of him: this is not a subservient image of a woman. In this business, she's the one holding the reckoning tablet."
After five years of preparation, Roberts has brought together 400 objects that focus on the lives - and deaths - of the citizens of Pompeii and Herculaneum. It is the first time the British Museum has dedicated a show to the two ill-fated cities.
Most of the works have come to London as a result of close collaboration with the Archaeological Superintendency of Naples and Pompeii. Many have never travelled outside Italy before.

With the focus on domestic - rather than city - life, the exhibition's more unusual items include kitchen perishables such as figs, dates, walnuts and onions. There is even a loaf of bread that had been baking in the oven as the city was engulfed by ash.
"I think visitors will be interested in the similarities between Roman domestic life and today," says Roberts.
"I want people to come away feeling that they got closer to the Romans here than they do by watching films that have gladiators."
Objects are displayed within rooms that recreate the lay-out of a typical house in Pompeii or Herculaneum. Items of furniture on view include a linen chest, a garden bench and a baby's crib that still rocks on its curved feet.

The exhibition includes casts from Pompeii of some of the victims of the eruption. About 1050 bodies have so far been discovered in Pompeii. The ash hardened around their corpses, which rotted away to leave body-shaped voids from which casts have been made.
One of the first objects in the exhibition is the plaster cast of a struggling dog. The final section includes a family of two adults and their two children huddled together in their last moments under the stairs of their villa.
The British Museum has put an age warning on some exhibits - such as a statue of the god Pan having sexual intercourse with a goat - to reflect the explicit imagery that was an accepted feature of ancient Roman culture.
What of the smallest room in the house? The exhibition features two bedroom potties but Roberts notes that the toilet was usually situated in the kitchen - a convenient disposal point for both food and human waste.

"They threw everything down the toilet. When we were photographing the houses for the catalogue I was amazed at how many times you'd find the big cooking platforms right next to a depression which is all that remains of the hole that goes down to the septic tank."
In 2007 archaeologists in Herculaneum found a huge cesspit containing toilet and household waste that had been deposited in the decade before it was sealed by the eruption.
"There were 750 sacks of human waste, as you might expect," explains Roberts, "but what they didn't expect was the massive quantity of pots and pans and jewellery and terracotta statuettes.
"What I like about this exhibition is that as a museum of art and archaeology we have beautiful mosaics and the painting of the baker and his wife - but we also have the contents of a drain!"
Life and Death in Pompeii and Herculaneum opens at the British Museum on 28 March and runs until 29 September. Cinema broadcast Pompeii Live takes place on 18 and 19 June.                         BBC

Cyprus to bring in weekly cash curbs

President Anastasiades: "We leave behind uncertainty and look with optimism into the future"
Cyprus finance ministers are planning to impose a weekly limit on cash withdrawals, the BBC has learned.
The country's draft capital controls include export limits on euros and a ban on cashing cheques, says Newsnight economics editor Paul Mason.
In addition, fixed-term deposits will have to be held until maturity.
Cyprus's finance minister earlier confirmed that depositors with more than 100,000 euros could see 40% of their funds converted into bank shares.
But Michalis Sarris also said that Cypriot depositors with less than 100,000 euros in their accounts "will not be hit".
"The exact percentage is not... yet decided but it is going to be significant," he told the BBC.
Bank of Cyprus chairman Andreas Artemis later handed in his resignation.
Media reports said his letter would be examined by the bank's board of directors when they convened in the afternoon.

His resignation suggests the country's financial establishment is still reeling, says the BBC's Europe correspondent Chris Morris, reporting from Nicosia.
In other Cyprus-related developments:
  • The Department for Work and Pensions has said British pensions will not be paid into Cypriot bank accounts for the foreseeable future and has advised expats to open UK accounts
  • Piraeus, Greece's third-biggest lender, said it has signed an agreement to acquire all of the deposits, loans and branches owned by the Greek subsidiaries of three Cypriot banks - Bank of Cyprus, Laiki, and the Hellenic Bank - for 524m euros (£445m)
  • The head of the eurozone group of finance ministers, Jeroen Dijsselbloem, said there were no apparent signs of increased withdrawals of savings from peripheral to core countries in the region as a result of the Cyprus crisis.
Capital controls
The final size of the loss faced by investors will depend on how the government decides to protect pensions, Mr Sarris said.
He confirmed that all Cypriot banks will remain closed until Thursday and that capital controls will be placed on the size and the amount of money people will be allowed to withdraw once the banks have reopened.
These restrictions would "probably be a bit stricter" on the country's two largest banks, Bank of Cyprus and Laiki, and would remain in place until the banking system "stabilises", he said.

Bailout deal

The exact details of this "two tier system" would be hammered out with the banks later on Tuesday, he said.
Mr Sarris is expecting "some bleeding, some outflow" of funds once the banks reopen, but believes that once EU bailout funds begin flowing "in a matter of weeks", confidence will return.
Although the economy would be badly hit by the economic crisis, Mr Sarris admitted, he maintained that it could benefit from "an energy boom", referring to the exploratory Aphrodite gas fields off the southern coast of the island.
"Yes, there will be a problem but we will overcome it in a relatively short period of time", he said. He also said his government had renegotiated more favourable loans terms with Russia.
The Cypriot authorities had said all but the biggest two banks would open on Tuesday.
Banks have not been open since 15 March. Their reopening had been expected after Cyprus agreed a deal with the International Monetary Fund (IMF) and the European Union (EU) that releases 10bn euros in support.
Eurozone bailouts
It was conditional on Cyprus itself raising 5.8bn euros, most of which looks likely to come from depositors with more than 100,000 euros (£85,000) in Bank of Cyprus and Laiki or Popular Bank.
'Unique case'
Members of the European Central Bank (ECB) have been emphasising their view that Cyprus is an isolated case within the eurozone, and that the proposed rescue plan would not be applicable to other eurozone countries.
Speaking to reporters at a conference in Prague, Ewald Nowotny, member of the ECB's governing council, said: "Cyprus is a special case. It is no model for other instances" - a view earlier expressed by Benoit Coeure, ECB executive board member.
On Monday, Jeroen Dijsselbloem, head of the eurozone's finance ministers, had spooked the markets when he suggested Cyprus's bailout could serve as template for crises elsewhere - comments he later retracted.
Many analysts had been concerned that the Cyprus crisis would spread to the wider eurozone had the country been forced to give up the single currency.
There were fears that the country's possible exit from the euro would trigger a loss of confidence across the single currency bloc, and prompt investors to withdraw from other troubled economies, such as Greece.       BBC

Την πεποίθηση ότι το χρηματοοικονομικό μοντέλο πάνω στο οποίο βασίστηκε η κυπριακή οικονομία έπρεπε να αλλάξει, εξέφρασε, σήμερα από τις Βρυξέλλες, ο Επίτροπος Εσωτερικής Αγοράς, Μισέλ Μπαρνιέ, τονίζοντας παράλληλα ότι «ποτέ και πουθενά στην Ευρώπη» δεν πρέπει να διακινδυνέψουν οι ασφαλισμένες καταθέσεις.

Όπως τόνισε ο Μ. Μπαρνιέ, στην κυπριακή οικονομία έπρεπε να μπουν αυστηρότεροι κανόνες, να ενισχυθεί η εποπτεία, να αναδιαρθρωθεί ο τραπεζικός τομέας και η οικονομία να στηριχθεί σε πιο γερές βάσεις. «Το κυπριακό οικονομικό μοντέλο τελείωσε», ανέφερε χαρακτηριστικά ο Γάλλος Επίτροπος και προσέθεσε ότι οι κανόνες που θα εφαρμοστούν στην Κύπρο, και οι οποίοι εφαρμόζοντα και σε άλλες χώρες, έχουν να κάνουν με τη διαφάνεια και θα εφαρμοστούν με αυστηρότητα.

Εξάλλου, ο Μ. Μπαρνιέ αναγνώρισε ότι η πρώτη συμφωνία των υπουργών Οικονομικών της ευρωζώνης για την Κύπρο ήταν «ατελής», υπό την έννοια ότι έπρεπε να προστατευθούν οι καταθέσεις κάτω των 100.000 ευρώ. «Εάν θέλουμε οι καταθέτες να διατηρήσουν την εμπιστοσύνη τους όχι μόνο στην Κύπρο, αλλά παντού στην ΕΕ, πρέπει να σεβαστούμε το γράμμα και το πνεύμα της ευρωπαϊκής οδηγίας για την εγγύηση των καταθέσεων», δήλωσε ο Μ. Μπαρνιέ και συμπλήρωσε: «ποτέ και πουθενά στην Ευρώπη η προστασία των καταθέσεων κάτω των 100.000 ευρώ δεν πρέπει να διακινδυνεύσει».

Όσον αφορά την απόφαση τον περιορισμό της κίνησης κεφαλαίων στην Κύπρο, ο Μ. Μπαρνιέ, αφού πρώτα υπογράμμισε ότι ο κανόνας της κοινής αγοράς είναι η ελευθερία της κίνησης των κεφαλαίων, διευκρίνισε ότι το μέτρο αυτό θα εφαρμοστεί στην Κύπρο «κατ' εξαίρεση και μόνο προσωρινά». Όπως σημείωσε, ο περιορισμός αυτός θα εφαρμοστεί μόνο για λίγες ημέρες.

Τέλος, ερωτηθείς αν ο υπερτροφικός τομέας του Λουξεμβούργου, της Ιρλανδίας και της Μάλτας θα έπρεπε να αντλήσει κάποια διδάγματα από την περίπτωση της Κύπρου, ο Μ. Μπαρνιέ απάντησε ότι η Κύπρος αποτελεί μια εξαιρετική και μοναδική περίπτωση. "Δεν πιστεύω ότι στο εσωτερικό της κοινής αγοράς υπάρχει ένα μοντέλο παρόμοιο με αυτό της Κύπρου, σε αυτό το επίπεδο", ανέφερε ο Μ. Μπαρνιέ, προσθέτοντας ότι σε άλλες χώρες, εκτός από τον υπερτροφικό τραπεζικό τομέα υπάρχει και βιομηχανική βάση. Συνεχίζοντας, ο Γάλλος Επίτροπος τόνισε ότι το οικονομικό μοντέλο της Κύπρου είναι πλέον πεπερασμένο, καθώς ο κυπριακός τραπεζικός τομέας απέτυχε.

Η εξέλιξη αυτή, όπως είπε, απαιτεί τεράστιες προσπάθειες από την πλευρά των Κύπριων πολιτών και των επενδυτών στην Κύπρο. Ωστόσο, κατέληξε, «είναι καλύτερα από τη χρεωκοπία όπου όλοι χάνουν τα πάντα».    το ΒΗΜΑ

Η λογοκρισία των εικόνων

Μέγας καβγάς ξέσπασε πάλι μεταξύ κυβέρνησης και ΣΥΡΙΖΑ για τις εικόνες των καναλιών. Η βουλευτής του ΣΥΡΙΖΑ κ. Ρένα Δούρου έψεξε με ερώτησή της την υπόδειξη του Εθνικού Συμβουλίου Ραδιοτηλεόρασης «να μην προβάλλουν την εικόνα προσώπων ευρισκομένων σε κατάσταση κοινωνικής εξαθλίωσης ή ένδειας άνευ ρητής ή σιωπηράς συναινέσεως αυτών». Η βουλευτής σημειώνει στην ερώτησή της ότι «το ΕΣΡ δεν εισηγείται απλώς το “κλείδωμα” της ενημέρωσης. Επιδιώκει τον εξωραϊσμό της, μέσα από την απόκρυψη εικόνων που αποκαλύπτουν τον βαθμό της εξαθλίωσης των πολιτών. Και τούτο μέσα σε ένα πλαίσιο που θέλει η πραγματικότητα να είναι αυτή που προβάλλουν οι τηλεοπτικοί σταθμοί. Από τη στιγμή λοιπόν που αυτοί δεν προβάλλουν την “άβολη” πραγματικότητα, αυτή παύει να υφίσταται! Πέρα από το αβάσιμο του συλλογισμού αυτού, είναι φανερό ότι το ΕΣΡ επιχειρεί να χειραγωγήσει την τηλεοπτική πληροφόρηση, αλλοιώνοντας το περιεχόμενό της μέσα από αυτή την υπόδειξη περί μη προβολής».
Σωστά όλα αυτά, αλλά σάμπως η σύλληψη κάποιων οροθετικών ιερόδουλων δεν είναι πτυχή της πραγματικότητας; Πώς η μία διαπόμπευση καταδικάζεται και η άλλη καθαγιάζεται; Επειδή η τελευταία βολεύει τις πολιτικές επιδιώξεις της αντιπολίτευσης; Εξάλλου, η υπόδειξη του ΕΣΡ είχε δύο σκέλη: «Υποδεικνύει προς όλους τους τηλεοπτικούς και σταθμούς της χώρας όπως: Μη προβάλουν την εικόνα α) προσώπων ευρισκομένων σε κατάσταση κοινωνικής εξαθλίωσης ή ενδείας άνευ ρητής ή σιωπηράς συναινέσεως αυτών και β) προσώπων οδηγουμένων ενώπιον των δικαστικών ή εισαγγελικών ή αστυνομικών και λοιπών Αρχών άνευ ρητής ή σιωπηράς συναινέσεως αυτών». Γιατί γίνεται ο καβγάς για τα πρόσωπα «ευρισκόμενα σε κατάσταση κοινωνικής εξαθλίωσης» και όχι για τα «οδηγούμενα ενώπιον των δικαστικών ή εισαγγελικών ή αστυνομικών και λοιπών Αρχών»; Τους πρώτους τους δείχνουμε για να αποδείξουμε πόσο κακούργα είναι η «κενωνία» και τους δεύτερους όχι, γιατί τους διαπομπεύουμε;
Τα δύο άκρα
Το θέμα των εικόνων, αλλά και των προσωπικών δεδομένων, ήταν ένα πεδίο τεράστιας αντιπαράθεσης, το οποίο όμως στην Ελλάδα είχε ένα ειδοποιό, σε σχέση με άλλες χώρες, χαρακτηριστικό. Ποτέ τα μέτωπα δεν ήταν καθορισμένα. Οι υπερασπιστές της άτεγκτης λογοκρισίας σε ό,τι αφορά τα πρόσωπα γίνονταν σε κάποιες περιστάσεις πολέμιοι της απόκρυψης πληροφοριών και το αντίθετο. Η συμπόνια, η παραβίαση των δεοντολογικών κανόνων εκ μέρους των δημοσιογράφων, η ελευθερία πληροφόρησης, η υποχρέωση του κράτους να δημοσιοποιεί τα πεπραγμένα του κ.λπ. έγιναν αξεδιάλυτο κουβάρι, που δεν βρίσκει άκρη κανείς. Γι’ αυτό κατά καιρούς κάποιοι πιάνουν τη μία άκρη και άλλοτε την άλλη.
Ηταν η εποχή που ο ελληνικός Τύπος είχε για κάθε κατηγορούμενο ένα χαρακτηρισμό. Στους τίτλους και στις λεζάντες των φωτογραφιών κυριαρχούσαν οι λέξεις «Φαντομάς», «αδίστακτος φονιάς», «δράκος», «τέρας», «πα-τέρας» και άλλα τέτοια αηδιαστικά. Οπως συμβαίνει διαχρονικά, ο δημοσιογραφικός κόσμος, διά των ενώσεών του, στάθηκε χαμηλότερα των αναγκών· όχι της κοινωνίας, αλλά του ίδιου του δημοσιογραφικού επαγγέλματος. Πολλές φορές ο «αδίστακτος φονιάς» αποδεικνυόταν αθώος και πέρα από το τραύμα στον αθωωθέντα δημιουργείτο και μία ακόμη τρύπα στη δημοσιογραφική αξιοπιστία. Να σημειώσουμε εδώ ότι ο χαρακτηρισμός «φονιάς» είναι ψευδής απεικόνιση της πραγματικότητας. Ακόμη και αν κάποιος έχει καταδικαστεί για φόνο, υπάρχει πάντα ο κίνδυνος δικαστικής πλάνης. Συνεπώς, η ακριβής περιγραφή του είναι «καταδικασθείς για φόνο» και όχι «φονιάς».
Τότε πολλοί, ανάμεσά τους και δημοσιογράφοι, απευθύνθηκαν στον μεγάλο πατερούλη να λύσει και αυτό το πρόβλημα, το οποίο αφορούσε τη δημοσιογραφική δεοντολογία. Αντί οι δημοσιογραφικές ενώσεις να τιμωρούν όσους ψεύδονταν με τους χαρακτηρισμούς «φονιάς», προκρίθηκε το καθεστώς της γενικευμένης λογοκρισίας ή/και απόκρυψης δημόσιας πληροφορίας.
Φυσικά κι αυτός ο νόμος έγινε σουρωτήρι. Ετσι είχαμε το «έπος της 36χρονης» (υπόθεση Ζαχόπουλου) και την ίδια εποχή την προτροπή κυβερνητικών στελεχών «να δούμε τους κρατούμενους με τις χειροπέδες» στην υπόθεση των «κουμπάρων» της Επιτροπής Ανταγωνισμού. Κατά την εξάρθρωση της «17 Νοέμβρη» είδαμε τις φωτογραφίες των κατηγορούμενων (διότι οι Αρχές ζητούσαν πληροφορίες από τους πολίτες για πιθανά άλλα αδικήματα), αλλά δεν είδαμε τις φωτογραφίες των κατηγορουμένων για τη δολοφονία του Πακιστανού μετανάστη παρά την βάσιμη υποψία ότι μπορεί οι τελευταίοι να τέλεσαν και άλλα τέτοια ρατσιστικά αδικήματα, τα οποία φυσικά κανείς δεν θα καταγγείλει αφού τα πρόσωπά τους είναι άγνωστα.
Το πρόβλημα με κάθε είδους λογοκρισία είναι ότι πάντα υπηρετεί αλλότριους των διακηρυγμένων σκοπούς. Συνήθως πολιτικούς: «Απαγόρευσε τη λέξη “γ...” και αυτομάτως έχεις απαγορεύσει τη φράση “γ... την κυβέρνηση», είχε πει ο αθυρόστομος κωμικός Λένι Μπρους. Και αυτό είναι το πρόβλημα κάθε απόπειρας λογοκρισίας. Από τις συμπονετικές προθέσεις του ΕΣΡ παράγεται το λάθος αποτέλεσμα που επισήμανε η κ. Δούρου, η αλλοίωση δηλαδή της πραγματικότητας.
Ρυθμιστικοί κανόνες
Υπάρχουν τρεις τρόποι ρύθμισης των ανθρώπινων σχέσεων: Οι νόμοι, οι δεοντολογικοί κανόνες και οι ηθικοί κανόνες. Στα ζητήματα πληροφόρησης, επειδή οι νόμοι μπορούν και συνήθως προκαλούν μεγαλύτερη ζημία από όφελος (αναγκαστικά οδηγούν σε αλλοίωση της πραγματικότητας, συνήθως προς όφελος των ισχυρών) η ορθή πληροφόρηση επαφίεται στους δεοντολογικούς και ηθικούς κανόνες της κοινωνίας. Αυτό σημαίνει ότι η πληροφορία πρέπει να διακινείται ελεύθερα, αλλά η παρουσίασή της να υπόκειται στους κανόνες της δημοσιογραφικής κοινότητας (δεοντολογία των δημοσιογράφων) και στους ηθικούς κανόνες της ίδιας της κοινωνίας που απεχθάνεται, π.χ., τον χλευασμό της προσωπικότητας των ανθρώπων.
Το πρόβλημα στην Ελλάδα είναι ότι τα δύο τελευταία σκέλη ρύθμισης είναι ατροφικά. Ούτε τα δημοσιογραφικά σωματεία επέβαλαν τους κανόνες δεοντολογίας ούτε οι δημοσιογράφοι σεβάστηκαν τα πρόσωπα τα οποία εμφανίζονταν στα άρθρα ή ρεπορτάζ τους. Το αποτέλεσμα ήταν αφενός οι νόμοι λογοκρισίας κι αφετέρου το απόλυτο μπάχαλο: ούτε τα πρόσωπα προστατεύονται, αλλά ούτε η πραγματικότητα απεικονίζεται όπως είναι.  kathimerini

Οταν η Κύπρος δοκιμάζεται, η Ελλάδα δεν μπορεί παρά να στέκεται δίπλα της. Ο ελληνικός λαός παρακολουθεί με λύπη και αγωνία τις εξελίξεις. Πρέπει, όμως, να βγάλουμε όλοι μας και ορισμένα συμπεράσματα από την κρίση στην Κύπρο και τους χειρισμούς της πολιτικής ηγεσίας. Η σκληρότητα των δανειστών και εταίρων είναι δεδομένη. Οι λανθασμένοι χειρισμοί τους είναι, επίσης, πρόδηλοι. Το πώς αντιδρά, όμως, μια κυβέρνηση και μια χώρα πρέπει να βασίζεται σε ψυχρούς υπολογισμούς και πάντως όχι σε συναισθηματικές εξάρσεις. Ενα μεγάλο μέρος της κυπριακής ηγεσίας εγκλωβίσθηκε σε γεωπολιτικές φαντασιώσεις, οι οποίες διαψεύσθηκαν και εμφανίσθηκε εντελώς ανέτοιμο στο τραπέζι των διαπραγματεύσεων. Οι απειλές στις διαπραγματεύσεις γίνονται πιστευτές όταν οι χώρες είναι λεπτομερώς και τεχνοκρατικώς προετοιμασμένες για σχέδια Β και Γ από έμπειρους ανθρώπους. Σε διαφορετική περίπτωση, γίνονται μπούμερανγκ. Ας το θυμούνται αυτό και στην Ελλάδα όσοι επιμένουν μονότονα πως ο μόνος δρόμος είναι αυτός της αυτοπυρπόλησης για να φοβηθούν οι δανειστές μας. Δεν είναι αυτός ο δρόμος της ευθύνης, αλλά της αυτοκαταστροφής. Η Ελλάδα πρέπει να διαπραγματευθεί σκληρά, αλλά με ρεαλισμό, σχέδιο και αξιοπιστία. Αυτό δείχνει, άλλωστε, με τον πιο καθαρό τρόπο το δράμα που ζει σήμερα η Κύπρος.  kathimerini
